The Paris Good Neighbor Ordinances

 

Introduction

Even neighbors who are best friends like the Ricardos and the Mertzes can have misunderstandings over a variety of neighborly issues.  No one wants to be put in the uncomfortable position of reporting his neighbor for a violation.  By following the ordinances in this handbook, and using common sense, we can avoid disputes with our neighbors, preserve the peace and quiet in our neighborhoods, and maintain property values.

Weeds and Grass

 

Owners or occupants of property in the city are required to cut weeds and grasses and otherwise clear their property, including sidewalks.  Grass and weeds should be kept cut at a reasonable height so the danger of pollen and insect pests may be minimized.  If this ordinance is not complied with, a city official will give five days’ written notice to the owner’s last known address.  If the city has to remedy the situation, a lien for the reasonable amount of labor will be placed against the property.  In addition, the owner or occupant may be fined for the violation.

 

 

Yard Waste

 

Yard waste may be bagged up and taken to the City Dump at the end of Stuart Street.  During the fall, usually from late October to early December, the City will do curbside leaf pickup every week or so.  Watch the local papers for this schedule.

 

 

Garbage

 

Trash must be kept in rodent-proof, fly-proof, waterproof containers with tight-fitting lids.

Burning or burying of garbage, trash, or other refuse within the city is strictly prohibited except where approved by the City Engineer.

Any garbage, trash, or other refuse placed at or near the curb, in front of or beside any premises, must not be left uncollected for more than 24 hours

No garbage or trash should be allowed to accumulate on any premises for more than one week, or less if decay or odor makes it offensive or dangerous.

No one shall dump any garbage, trash, or refuse, including appliances or furniture, anywhere in the city, public or private, except in the City Dump.

 

 

Recycling

 

The City of Paris Recycling Center, located at the southeast end of 19th Street, is open to all

Bourbon County residents.  Hours of operation are 9:00 a.m. to 5:00 p.m. each day except Sundays and Tuesdays, when they are closed.  The Recycling Center provides an important service to the community, and to the environment.  They do not pay for materials received.

 

The basic household items that can be recycled at the Recycling Center include the following:

Ø      Aluminum and steel cans – Please rinse and drain cans.

Ø      Glass – All colors of bottles and jars – You need not remove the labels.  Please rinse and drain   bottles and jars.

      (No dishes, pyrex, crockery, or window glass)

Ø      Plastic – milk & water jugs, soda bottles, detergent bottles, shampoo bottles – any plastic bearing the recycling symbol with #1 or #2.  (They do not accept #3 through #7 items).  Please remove and discard all lidsPlease rinse and drain containers.

Ø      Corrugated cardboard (no single-ply or slick cardboard)

Ø      Newspaper (what comes with the paper, stays with the paper – there’s no need to sort out the shiny advertisements)

Ø      Magazines & catalogs

Ø      Office/junk mail and computer paper

Ø      Phone books

Ø      Shredded paper (please keep in a separate bag or box)

They do not accept waxed paper, gift wrap, carbon paper, laminated paper, photographs, or wet or dirty paper.  They do not accept scrap metal.

 

Curbside Recycling is available for most city residents.  The same materials listed above may be placed in the recycling containers for curbside pickup, but it is recommended not to put paper in these containers on rainy days, and please keep the lids of the containers closed.

Noise

 

It is unlawful for anyone to make any excessive, unnecessary, or unusually loud noise or any noise that annoys, disturbs, injures, or endangers the comfort, repose, health, peace, or safety of others within the jurisdiction of the city.

There should be no yelling, shouting, hooting, or whistling on the public streets as to annoy or disturb the quiet, comfort, or repose of persons in the vicinity.

There should be no sounding of any horns on any vehicle except as a danger warning.

There should be no playing of any radio, television, musical instrument or other machine for the production of sound as to be plainly audible to any person other than the operator of the device.  In public parks, they should not be audible from more than 50 feet away.

No motor vehicle or motorcycle shall be operated without a muffler in good working order and in constant operation.

There should be no dogs barking, howling, or yelping loud enough to be heard beyond the premises in which it is kept.

 

 

Animals

 

At all times, the owner or keeper of an animal shall provide water, shelter, and appropriate veterinary care. 

No person shall beat, or in any other way cruelly treat an animal, or cause or permit any fight between animals.

No owner or keeper shall allow a dog to run at large within the city.

No owner or keeper shall abandon an animal.

No owner or keeper of an animal shall permit any of the following:

Habitual barking, howling, yelping, whining, or meowing loud enough to be heard beyond the premises on which it is kept, or while it is trespassing on other property.

            Habitual trespassing on other property.

            Habitual damaging or disturbing any items of personal or public property located on  other premises.

            Habitual defecating on other property.

Habitual chasing, jumping on, barking at, or in any other way frightening or harming others.

            Habitual chasing of motor vehicles, bicycles, etc.

It is unlawful for any person to keep, within the city limits, a dog that will bite or fiercely attack any person while outside the owner’s premises.  This excludes situations wherein the dog is pursuing someone breaking and entering the premises without permission.

The owner or keeper of any animal over six months of age shall have the animal vaccinated for Rabies by a licensed veterinarian.

It is unlawful for any person to place any poison or toxic substance in any place where it may be easily found and consumed by an animal.

The keeping of wild animals – any species of animal not normally domesticated by man – is prohibited.

 

 

Parking

 

No person shall park any truck, tractor, bus, or trailer, with a capacity of one tone or over, on any street in the city between the hours of 6:00 p.m. and 6:00 a.m. for longer than 60 minutes.

It is unlawful to park in front of a private driveway, on the sidewalk, or within 10 feet of a fire hydrant. 

On any city street, vehicles must be parked headed in the direction of traffic, parallel to the curb line, not more than six inches from the curb.

It is unlawful to park any vehicle, trailer, or boat in a front or side yard of a residential property, except on a driveway.  No person shall park any boat or trailer, whether attached to the towing vehicle or not, on a city street for more than 60 minutes.

It is unlawful to park in a handicapped parking space without proper authorization.

It is unlawful to leave any non-operating or non-licensed vehicle on any property within the city for more than ten days, unless it is in an enclosed building or is so located as to not be readily visible.

 

 

Curfew

Persons under the age of 18 should not be in a public assembly, building, place, street, or highway after 11:00 p.m. Sunday through Thursday, or 1:00 a.m. on weekends.
